A Chilling Area is a ground effect that inflicts chill. Chilled Ground, Creeping Frost, Frost Shield, and Vortices are Chilling Areas. Chill reduces Enemy Action Speed for 2 seconds.

Specifically the four things listed in the reminder-text in game: Chilled Ground, Creeping Frost, Frost Shield, and Vortices. Skitterbots are not one of those things, and if the chilling skitterbot instead worked by creating one of those effects around itself, that would be the skitterbot's chilling area, not yours.
The ailments in that situation are directly caused by you. Corpse Pact is your passive skill, it causes you to inflict chill and shock. In a nonstandard way to be sure, but you are still inflicting those ailments. Enemies entering your chilling areas in general does not count as you chilling them, or as anything chilling them - they just become chilled.
I can't give a more detailed answer because I'm not sure what you mean by "credit for causing ailments".
Chilled Ground chills anything standing on it. This does not stack with other chills. It is a detrimental ground effect.

A ground effect is the general term for a patch of terrain that has some consequence on characters or monsters positioned on it. Detrimental ground effects do not affect allies of the character that created them, while those ground effects created by monsters or the environment will not affect other monsters. The inverse is true for beneficial ground effects.
Characters and monsters can be affected simultaneously by different types of overlapping ground effects. Those of the same type do not cumulatively stack their effects. For ground effects that inflict damage, only one of each type with the highest damage per second will cause damage at any given moment.
