This Unique clearly intends for a player to be a hybrid Werewolf-Werebear, using skills from both palettes, because the Unique ability keys off shifting between the two forms. After getting a kill while Shapeshifted, Werewolves spend no resource on their next non-Ultimate Werebear skill, and Werebears get a free Heal when they damage with their next Werewolf skill.
The affixes also support this, as there is a skill bonus to the Quickshift passive, bonuses to Crit Strike Damage and Overpower damage, and extra damage while Shapeshifted.
